Kazuki Fuse
As a member of the elite counterterrorist Capital Police's Special Unit, Fuse ("foo-seh") is deadly and professional. As a human being, he's a trapped and isolated young man, coming apart emotionally.

Kei Amemiya
The older sister of Nanami, the girl Fuse was ordered, and failed, to kill. Kei seems to have no political feelings herself, and decides to reach out to Fuse who, in looking for her sister, found her.

Nanami Agawa
The strident Nanami became a radical leftist while still in high school. She worked for The Sect as one of their "Red Riding Hoods," young girls who smuggle weapons–and died as a suicide bomber.

Atsushi Henmi
Henmi feels Fuse was his only real friend from the days when they trained together at the Police Academy–which is why he goes against his superiors to help Fuse investigate Nanami's background.

Bunmei Muroto
Chief of one of the two branches of the Capital Police: the Public Security Division, its bureaucratic arm. Concerned about a rumor that the Special Unit is compromised by an inner vigilante group, "The Wolf Brigade."

Isao Aniya
Chief of the other arm of the Capital Police: the Field Division–the men "walking the beat." Well-connected politically, Aniya is nevertheless concerned that recent events will lead to the abolishment of his force.

Shiroh Tatsumi
Number-two man in the Field Division of the Capital Police; rejects the idea that they can work with the regular police force, whom Tatsumi considers to have poor security and woefully inadequate methods.

Hajime Handa
Number-three man in the Field Division of the Capital Police; the officer directly over Tohbe and the Special Unit. A peerless counter-intelligence operative, Handa kept agents active even during the Occupation.

Hachiroh Tohbe
The Special Unit's commanding sergeant; the tough, intelligent Tohbe was also the basic training instructor for both Fuse and Atsushi Henmi–before Henmi transferred to the Public Security Division.
